This annex contains detailed modalities for Parliament`s information on the negotiation and conclusion of international agreements within the meaning of points 23, 24 and 25 of the framework agreement. In accordance with the provisions of paragraph 23 of the framework agreement, the Commission regularly and without delay informs Parliament of the conduct of the negotiations up to the paraphides of the agreement and explains whether and how Parliament`s comments were incorporated into the texts being negotiated and, if not, why. With regard to international agreements that would be covered by the authorisation procedure provided for by the Treaty on the Functioning of the European Union, the Commission will keep Parliament fully informed before approving any changes to an agreement, which will be approved by the Council in exceptional cases in accordance with Article 218, paragraph 7, of the EUF. On the basis of the Commission`s work programme, the two institutions agree on the main initiatives that will be presented in plenary. In principle, the Commission will present these initiatives first in plenary and only after to the public. If no agreement has been reached at the end of the procedure referred to in point 2.3, the President of Parliament, on the request of the parliamentary body/office holder who submitted the request, invites the Commission to disclose the relevant confidential information within the time frame indicated and to choose the terms of the relevant information from the options indicated in point 3.2 of this annex. Before this deadline expires, the Commission informs Parliament in writing of its final position, on which Parliament reserves, if necessary, the right to exercise its right to reparation. Over the past ten weeks, Parliament has fought to reach a good agreement to tackle the effects of the COVID 19 pandemic and to support the recovery and make European society more resilient. Yesterday, Parliament and the Council reached a political agreement on future EU funding, the EU`s next long-term budget (MFF 2021-2027) and the own resources proposal. The Commission is committed to rapidly launching the EU`s annual and multi-year programme to conclude inter-institutional agreements, in accordance with Article 17 of the Tue.

The Assembly will debate the outcome of the negotiations this afternoon at 3:15 p.m. The agreement will then be voted on in the Committee on Budgets and in plenary in the coming weeks. The agreement on the application of Article 65 CBE – the London Agreement – is an optional agreement to reduce the cost of translating European patents.
